Minister Hoxha: Administration Reform - an obligation of the integration process
Prishtina, 20 March 2018 - At the conference organized by SIGMA, an EU institution for administration, dedicated to the Public Administration Reform in Kosovo, with tittle: ";Civil Service Reform, Accountable State Structures and Control of Public Finances";, the Minister of European Integration, Dhurata Hoxha, mentioned that the reform has a direct impact on the integration process.
In the next 3 months, Kosovo will be assessed as regards its process within the already committed reforms in the framework of the EU dialogue and the impact it will have for its citizens.
“Kosovo's strategic goal is integration into the EU. The underlying prerequisite for achieving this goal is the rule of law as a key link towards democracy and the functioning of the state. The rule of law increases citizens' trust in the state, functionalizes the state and gives citizens hope for their future”, said Minister Hoxha.
In this regard, in order to achieve an optimal level of interaction between the citizens of Kosovo and the Government, the Minister stressed that it is imperative to modernize public administration by making it more effective and enabling a higher level of accountability towards the citizens.
“Reforming public administration means consolidating the strategic policy framework. This enables a country which aspires integration, such as Kosovo, to provide clear inter-institutional mandates, channel more effectively financial and human resources to policy implementation and to fully functionalize its monitoring mechanisms”, said the Minister.
The Minister highlighted that the Government, in co-operation with the European Commission and SIGMA, has adopted a strategic package on public administration reform, where are included: Strategy for Modernization of Public Administration, Public Finance Management Reform Strategy, Better Regulation Strategy, and Policy Coordination Strategy.
“This package constitutes the strategic framework, which is positively assessed by the European Commission and is in line with the SIGMA principles for public administration”, emphasized the Minister, adding that the consolidation of the legal framework is also requested. In line with SIGMA's assessments and principles and in line with the findings of the Country Report, Kosovo has initiated the revision of the legal framework, respectively the Law on Civil Service, the Law on State Administration and the Law on Salaries, emphasized the Minister.
“Our priority in this regard is to complete the legal framework within the next 3 months and move from a relatively fragmented and legally uncertain system towards a rational and equal system for all, which has a more efficient administration organization and clear accountability lines”, said Minister Hoxha said.
A qualitative analysis has been carried out on the rationalization of independent agencies and independent regulatory agencies, a priority that is reflected in all key documents of good governance and the rule of law, by establishing the Secretariat that will coordinate this process from a technical point of view, underlined Minister Hoxha. Likewise, a Memorandum of Understanding between the Assembly and the Government has been drafted to support this joint initiative for the review of independent agencies between the EU and Kosovo institutions.
All of this is done with the aim of having an administration that provides services based on justice, law and clear and fair procedures, which is accessible to all and is qualitative and transparent in terms of time and finances. Consequently, being an administration in line with the requirements of the European Union's administrative family.
